  1. Establish the Responder to Responder Assistance Program, which provides support to first-responders and building trades members who are injured or dealing with illness.

  2. Expand the SMART Program, which responds to the emotional and physical needs of first-responders and building trades members.

  3. Build HEART 9/11 chapters throughout regions that are most affected by natural or man-made disasters.

  4. Be prepared prior to a disaster with needed tools, equipment and building supplies.
